Since 1990, Dr. Rifkin has delivered clinical services to residents of long-term care facilities. Dr. Rifkin is currently the Chairman of the Board of two other affiliated HMOs which offer Medicare Advantage plans. Dr. Rifkin is a graduate of the University of Maryland Baltimore County (UMBC) and George Washington University School of Medicine.
